Qualified Law Enforcement Officer
(Retired or Separated)
The Kansas Law Enforcement Training Center is offering all qualified law enforcement officers (retired or separated—see definitions) who possess the required identification card indicating that they meet the requirements of the federal Law Enforcement Officers Safety Act (LEOSA), 18 U.S.C. §926C (formerly HR 218) the opportunity to attempt firearms qualification that is required annually in the act.
This website page and links are designed to provide retired/separated officers the information and forms necessary to begin this process.
Important Notice:
Based on KLETC's interpretation of the federal Law Enforcement Officers Safety Act (formerly HR 218), the determination of whether a retiree/separatee meets the requirements of LEOSA other than the firearms qualification requirements is restricted to the retiree/separatee's law enforcement agency from which they derive their qualifying status.
KLETC's issuance of a firearms qualification proficiency card noting that a retiree/separatee has met the annual firearms qualification requirement of LEOSA conveys NO AUTHORITY TO CARRY A CONCEALED FIREARM. Credentialing of the retiree/separatee for the purposes of the LEOSA is the sole responsibility of the law enforcement agency from which the retiree/separatee derived his or her qualifying status. KLETC has no authority to make a determination regarding whether an individual is a "qualified retired law enforcement officer." (NOTE: the LEOSA defines qualified retired law enforcement officer to include those officers who separated from service with ten aggregate years of service.)
Neither the LEOSA nor KSA 74-5607 convey any authority to act as a law enforcement officer. Any "qualified retired law enforcement officer" who qualifies to carry a concealed weapon pursuant to this act is cautioned that False Impersonation of a Law Enforcement Officer is a class B misdemeanor under KSA 21-5917.
Application Checklist: print friendly version
Print Application Form (KLETC Form 401, rev. 10/2011) from the KLETC Website (www.kletc.org); Complete Form 401 and mail to KLETC no later than 15 days prior to the scheduled qualification date;
Submit the required fee along with the completed application form: 1 weapon $45.59 and 2 weapons $55.59. Make checks or money orders payable to KLETC. Qualified applicants are limited to no more than two weapons per qualification date.
Please arrive at KLETC on the date and time designated with weapon(s) with which you wish to attempt qualification, bring 100 rounds of factory-loaded ammunition for each weapon, eye protection, law enforcement officer identification card (retired or separated), and duty style or plain clothes style holster in good repair.
On the day of qualification:
Applicants who do not possess the required law enforcement officer identification card (retired or separated) from the agency from which they derive their qualifying status WILL NOT BE PERMITTED TO ATTEMPT QUALIFICATION.
Present weapon(s) to KLETC armorer for safety check at the
firearms range.
Attend a range safety briefing.
Successfully complete a brief, multiple-choice quiz on firearms range safety.
Sign a KLETC release of liability waiver.
